Wokingham Tory budget - Bridges crumble, no crash barriers, and Tory promises remain undelivered

At last night's Wokingham Borough Council budget meeting, Councillor Jenny Lissaman (Lib Dem councillor for Bulmershe & Whitegates ward) criticised the Tory administration for mismanagement.
Councillor Lissaman said, "The ruling Conservatives have got themselves into a right mess. They haven't done any long-term planning for highways infrastructure and now they haven't got the money to fix things which have to be fixed NOW.
"We have problems with slipping embankments, inadequate crash barriers, and unsafe bridges, and they are going to cost millions of pounds. Typical of the way our Tories do things is they are paying £150,000 a year just to keep the scaffolding on the Brunel bridge at Shepherds House roundabout on the A4. This bridge needs serious work done to it, but the Tories haven't budgeted for it. Their answer to this is to go to the government, cap in hand, saying, "Please, sir, can we have some more money?" Past experience suggests this is not going to work.
"Talking of bridges, the Tories have dropped their promise of a third Thames bridge. Last year they put £600,000 in their budget for it, but this item has vanished from this year's budget without a trace.
"The Tories also promised to instal M4 noise barriers no later than September 2005. No noise barrier yet, and it's not planned for next year or the year after, either. So much for Tory election promises. When are they going to stop promising things they can't deliver?"
